The Next Generation Nationwide Broadband Network (Next Gen NBN) is a project under the Intelligent National 2015 (iN2015) masterplan which seeks to transform Singapore into an intelligent nation and global city, powered by infocomm.
The Next Gen NBN comprises three distinct industry layers to provide effective open access to downstream operators. To achieve this, structural and operational separation was implemented at the Network Company (NetCo) and Operating Company (OpCo) layers respectively.
1st layer – Network Company (NetCo)
NetLink Trust is the passive infrastructure company (NetCo) that manages and operates the physical fibre optic platform. NetLink Trust installs fibre network cables and Termination Boxes in homes and offices via their contractors. This completes the physical requirements for fibre broadband.
2nd layer – Operating Company (OpCo)
With the fibre network cables and Termination Boxes installed, the active infrastructure company (OpCo also known as Requesting Licensees) designs, builds and operates the Fibre Network’s active infrastructure. These service providers or Requesting Licensees in turn wholesale bandwidth services to Internet Service Providers.

3rd layer – Internet Service Providers (ISPs)
Internet Service Providers purchase bandwidth connectivity from the OpCos, price and sell fibre connection services to residential and non-residential end-users.
