Mr Ng has been appointed as Chief Executive Officer of NetLink Trust on 1 October 2014. He is responsible for the overall leadership and performance of CityNet.

Mr Ng brings over 20 years of regional experience in the Asia Pacific region, covering business development, marketing, mergers & acquisitions, business integration, strategic and corporate planning and supply chain management.

He has held senior management positions in various industries. Mr Ng was President and Chief Executive Officer of City Gas Pte Ltd, and concurrently, Chief Executive Officer of SingSpring Pte Ltd. Prior to joining City Gas, Mr Ng worked for Esso (Exxon), BASF, Cabot, General Electric and Canada Steamship Lines.

Mr Ng holds a Masters of Business Administration with University of Warwick, United Kingdom and a Bachelor of Arts degree in Economics and Statistics from the National University of Singapore.

Mr Ng is a board member of the Singapore’s National Fire and Civil Emergency Preparedness Council since 2009.

ChyeHoonPin Mr Chye Hoon Pin
Chief Operating Officer

Mr Chye Hoon Pin is Netlink Trust’s Chief Operating Officer (COO), having been appointed COO of OpenNet and CityNet in January 2014. As COO, Mr Chye is responsible for driving organisational strategies and optimising resources to deliver maximum value to customers and stakeholders.

A veteran of the telecommunications industry, Mr Chye brings with him almost 40 years of regional experience in network operations and management, information technology and phone services. Mr Chye has held numerous senior positions, prior to joining OpenNet Mr Chye was the Vice President of SingTel’s IPTV Infrastructure department. During his time at SingTel the several leadership positions he held afforded him experience in engineering, fixed voice, mobile, IP networks, broadband, satellite, submarine cables operations and IPTV & broadcast function amongst others. Mr Chye has extensive regional experience and was the Chief Executive Officer of cellular company Pacific Bangladesh Telecom Limited from 2005 – 2007.

Mr Chye holds a Bachelor of Electrical Engineering and a Master of Science (Electrical Engineering) from the National University of Singapore. He is married with three children. In his free time, Mr Chye enjoys savouring nice food and experience  culturally enriching travels.

LeeKhoonAik Mr Lee Khoon Aik
Director, Regulatory & Interconnect

Mr Lee Khoon Aik, as NetLink Trust’s Director of Regulatory and Interconnect, advises the company on all regulatory and interconnect matters. Mr Lee also oversees dealings with peer operators on interconnect and network access matters. In addition to these responsibilities, Mr Lee provides guidance on regulated services agreements with customers and works closely with the regulator on regulatory compliance and contractual matters.

Prior to his current role, Mr Lee was actively involved in regulatory/interconnect work at the Telecommunication Authority of Singapore (now known as the Infocomm Development Authority of Singapore). Mr Lee also held a regulatory and interconnect position at StarHub Ltd, and a commercial role at M1 Limited. Mr Lee pursued his Bachelor of Engineering (Electrical) degree (Honors) from the National University of Singapore (NUS) and his Graduate Diploma in Financial Management from the Singapore Institute of Management University (SIM). In his free time, Mr Lee enjoys reading, swimming, and taking nature walks with his family.

HoMengThird Mr Ho Meng Third
Director, Legal & Secretariat

Mr Ho Meng Third heads Netlink Trust’s Legal and Secretariat department responsible for all aspects of Netlink Trust’s legal and corporate matters. Mr Ho also assists the other departments in the Company in the formulation of customised agreements to provide dedicated services to its customers where required. Where necessary, Mr Ho will liaise with external lawyers for additional legal services and support.

A Barrister-at-Law from Lincoln’s Inn, UK, Mr Ho was admitted to practice in both Singapore and Malaysia. Mr Ho had been a practising lawyer for over 12 years specialising in dispute resolution before going in-house. Mr Ho worked at a specialist medical equipment manufacturer with global presence for 5 years prior to joining the telecommunications industry. Married to a practising lawyer, Mr Ho has a son and spends his free time with playing board games and swimming with his family.

AliceLim Ms Alice Lim
Director, Human Resource & Administration

Ms Alice Lim, as NetLink Trust’s Director of Human Resource & Administration, is responsible for the HR & Admin functions, HR strategies and initiatives, business processes, and performance systems to support business growth. In her role, Ms Lim reviews, formulates and implements key HR policies, initiatives and processes in the areas of total reward strategy, recruitment, succession planning, organizational effectiveness and employee communication.

Ms Lim brings with her over 20 years of human resources work experience in the Asia-Pacific region, transforming the HR function from a back room administrative role to a strategic role. Ms Lim was involved in the setting up of new offices/plants and work teams in China, India and Indonesia. Ms Lim also had a stint in headhunting for senior managers, executives and professionals.

Ms Lim pursued her Bachelor in Business Administration degree from the National University of Singapore (NUS) and her Graduate Diploma in Personnel Management from the Singapore Institute of Management (SIM). Ms Lim is married with three children and serves actively in her church’s community care service.

Corporate Planning & Risk Management

Mr Victor Chan, as NetLink Trust’s Director of Corporate Planning & Risk Management, is responsible for the risk management and corporate communication function of the company. In his role, Mr Chan will provide insights to help develop sustainable corporate strategies to drive corporate growth and development.

Mr Chan brings over 15 years of experience in the IT and Telecommunications Industry. Prior to his current role, Mr Chan was the Strategy and Business Planning Director for OpenNet, responsible for the business planning and strategic alignment of OpenNet’s commercial and operational interests. He had overseen the team handling the company’s product development and management functions, business and operational performance analysis, financial modelling and pricing, cross functional processes, business continuity planning and Risk Management.

Mr Chan also held various managerial positions from sales and marketing to product development and management in listed companies such as APC, PacNet and SingTel. Mr Chan has garnered many years of experience on the Next Generation Nationwide Broadband Network (NGNBN). While in SingTel, Mr Chan was heavily involved in the bid for the NGNBN NetCo leading to the successful creation of OpenNet. Mr Chan pursued his Bachelor of Digital Systems degree from Monash University. During the weekends, Mr Chan enjoys spending quality time with his family and serving actively in his church.

WidjajaSuki Mr Widjaja Suki
Director, Products, Business Development & Process


Mr Widjaja Suki, as NetLink Trust’s Director of Products, Business Development & Process, oversees the business development, organizational resilience, organizational efficiency and marketing communications. Mr Suki is responsible for the management of enterprise accounts of Qualified Persons, implementation and management of Business Continuity Management System, re-engineer processes to gain efficiency improvements within the organization, as well as the implementation of marketing programmes to promote awareness of the Next Generation Nationwide Broadband Network.

Mr Suki brings to NetLink Trust over 15 years of experience in the telecommunications industry. Mr Suki’s experience includes product marketing, product management, project management, strategic planning and business control. Prior to joining OpenNet, Mr Suki was overseeing the business operations of Network Groups in Australia and Singapore for SingTel. Mr Suki was also responsible for the ISO22301 certification in Business Continuity Management for Networks Group in Singapore. Mr Suki pursued his Degree in Business Administration (Honours) from the National University of Singapore and also holds a Master of Marketing from Melbourne Business School. Mr Suki is married with three children and enjoys spending quality time with his family.

TiongOnnSeng Mr Tiong Onn Seng
Director,
Service Provisioning

Mr Tiong Onn Seng as Netlink Trust’s Director of Service Provisioning is responsible for the service provisioning of fibre connections to end-users, customer service operations and engagement of building management. Since May 2009, Mr Tiong has been part of OpenNet’s management team and was instrumental in the completion of the rollout of the nation-wide fibre optic passive infrastructure to all homes, offices and buildings.

Mr Tiong has over 20 years of experience in the telecommunications and cable TV industries. Before joining OpenNet, Mr Tiong held leadership positions at Singapore Telecom, Singapore Cable Vision and StarHub – planning, implementing & operating fibre-based broadband network as well as managing third party Network Leased Agreement and constructing Network Operations Centre/Cable TV Headend/Hubs. Mr Tiong had also been an Electrical Engineer at the Housing & Development Board, responsible for the CATV installation and operations.

Mr Tiong holds a degree in Electrical Engineering (Honors) from the National University of Singapore and a degree in Psychology from Central Queensland University. Mr Tiong has also achieved a Graduate Diploma in Financial Management from Temasek Polytechnic and a Diploma in Telecommunications Management from Temple University. In his leisure time, Mr Tiong, being a certified career coach, does career coaching for his friends and associates.

ThomasTsang Mr Thomas Tsang
Director, Facilities & Co-Location

Mr Thomas Tsang as NetLink Trust’s Director of Facilities & Co-Locations, is responsible for the facilities management of the NetLink Trust Central Offices and Co-Locations. At the Central Offices, Mr Tsang – along with his facilities team – constantly ensures the smooth running of plant operations and maintenance of the building, to sustain high availability of the telecommunications infrastructure. At the Co-Locations, Mr Tsang and his team provide a vital environment for Requesting Licensees to house their telecom equipment.

Mr Tsang brings with him over 25 years of experience in the service industry. Mr Tsang was General Manager of UMC ServiceMaster (S) Pte Ltd, a subsidiary of the United Engineers Group, successfully expanding the business to an annual turnover of more than S$24M whilst managing a staff strength of more than 1,000. Mr Tsang was one of the key pioneering members in starting the ServiceMaster Healthcare Support Management business, which successfully expanded to most of the government re-structured hospitals and private hospitals in the late 1980s. Mr Tsang has extensive regional experience having spent several years overseas working for a Singapore-based logistics company which dedicated to the banking industry in Hong Kong, China and Malaysia. Mr Tsang returned to Singapore in late 1997, where he eventually returned to United Engineers Group and continued to serve as Senior Operations Manager overseeing three service sectors covering over 40 facilities in healthcare, commercial and industrial, before going on to General Manager. Mr Tsang pursued his Degree in Mathematics from the University of Alberta, Canada. He serves actively with his family in a local church in Jurong West. In his free time, he enjoys spending time with the family and playing badminton.

AngSooPiang Mr Ang Soo Piang
Director, Operations, Implementation and Maintenance

Mr Ang Soo Piang was appointed NetLink Trust’s Director of Operations, Implementation and Maintenance in October 2014, in his role Mr Ang will be responsible for the operation and maintenance of the optical fiber network. Mr Ang will also oversee the rollout of the network to all new buildings, putting him in charge of delivering maximum value to NetLink Trust’s customers and stakeholders.

Mr Ang brings important expertise to NetLink Trust having been previously involved in the IDA NetCo tender and the rollout of the network once it had been awarded. Mr Ang has extensive international experience having served as the Director of Engineering of Bukaka SingTel International in 1996 – 1998, before he moved to Taiwan where he was the Special Assistant to the President of New Century InfoComm Tech. Mr Ang studied at Nanyang University where he gained a physics degree with honours. Mr Ang is married with four children and enjoys good food in his spare time.

RichardYap Mr Richard Yap
Director, I
nformation Technology

Mr Richard Yap as NetLink Trust’s Director of Information Technology is the single point of contact for IT Technology matters and will be responsible for the strategic direction of the Information Technology department particularly in terms of goals, policies and procedures. Mr Yap will lead the OSS/BSS transformation program to meet future needs, including the design and management of IT network and security.

An expert in his field, Mr Yap brings over 13 years of experience in OSS and telecommunications. Before joining OpenNet, Mr Yap was the project lead of SingTel’s Next Gen OSS program pioneering a delivery of core engine enabling regional alignment on OSS Fulfilment Factory. Mr Yap had been a Senior IT Manager (OSS) leading the team through successful implementation of various process and supports systems to rollout the Fibre Network across Singapore, Next Gen NBN and other service fulfilment projects within Optus (Australia). Born in Indonesia, Mr Yap pursued his Degree in Computing from the National University of Singapore. Mr Yap is married with two lovely kids and enjoys family activities.

 MelvinChan Mr Melvin Chan
Director, Engineering Planning

As NetLink Trust’s Director of Engineering Planning, Mr Chan is responsible for the planning and enhancements to the Next Generation Nationwide Broadband Network (Next Gen NBN) optical fibre network. Mr Chan will oversee the nationwide roll-out of optical fibre to new homes, offices and developments, as well as the planning for various projects.

Mr Chan has over 14 years of experience in the Telecommunications Industry. Prior to joining OpenNet in 2009, Mr Chan held various managerial positions in the planning and deployment of networks such as DSL, IPTV and other technologies, including fibre-based networks. Mr Chan holds a Bachelor of Engineering (Electrical Electronics Engineering) and a Master of Science (Communications Engineering) degrees from Nanyang Technological University, Singapore. In his free time, Mr Chan enjoys listening to music and seeking out good food.
