As a building owner/manager, how will my building to be connected to Next Gen NBN (Building Reach)?

NetLink Trust’s authorised contractors will liaise with you (with a copy of NetLink Trust letter of Authorisation) for the installation of the optical fibre cables and accessories in the MDF room.

NetLink Trust will also utilise existing building ducts and cable trays/trunkings from the MDF room in the building. This will facilitate fibre broadband services to the tenants in your premise. The use of existing facilities will help to ensure minimal disturbance to your tenants.

For buildings without MDF room, a NODE may be installed.

Upon receiving my tenant’s request for fibre broadband service, how do I facilitate Netlink Trust’s installation work (Next Gen NBN Services Activation)?

NetLink Trust will arrange a site survey 2 working days prior the installation. You or a representative with knowledge on your building structure and cable routing is required for this site survey as NetLink Trust’s contractor will consult you on the optimal routing for the optical fibre from MDF room to the raiser and then to your tenant’s premise.  The contractor will also be discussing with you and tenant on the best way for the optical fibre to enter into the tenant’s premise.   Thereafter, an installation appointment will be arranged between yourself, your tenant and NetLink Trust.

Cabling for Common Areas In Your Premise

Once the optical fibre leave the MDF room or Fibre Distribution Point,  the routing of the optical fibre will leverage on the existing telecommunications facilities to minimize disruptions. If the use of existing telecommunications facilities are not available, flexible conduit will be used instead.

If you wish to conceal the optical fibre into existing cornices, false ceilings or walls, you will need to arrange your own external contractor for these works.

Cabling and Installation within Tenant’s premise

Once the optical fibre reaches the tenant’s premise from the outside, the installation of the optical fibre will leverage on the existing telecommunications facilities to minimize disruptions. If the use of existing telecommunications facilities are not available, flexible conduit will be used instead.

If he/she wishes to conceal the optical fibre into existing cornices, false ceilings or walls, he/she will need to arrange his/her own external contractor for these works. The NetLink Trust contractor will only lay the optical fibre from outside his/her premise to the termination box inside his/her premise.

A Termination Box will be installed at the Optical Fibre Termination Point in the tenant’s premise. This is a small box (H125mm x W80mm x D20mm) whereby NetLink Trust will terminate the optical fibre in the premise. It is recommended that the Termination Point is installed near a AC power point and/or telephone points in your server room. If the tenant has a LAN network, he/she may also choose  to install the Termination Point near his/her structured cabling termination box. The tenant will be advised that the TP is not obstructed in anyway once installed.

Upon the completion of the installation, your tenant’s Next Gen NBN services is ready to be activated by service provider(s).

As a building owner/manager, what are the installation costs and other related charges to have my building connected to NextGen NBN?

NetLink Trust will waive installation charges during the scheduled Building reached installation period. In cases where there are clusters of linked buildings which share a postal code, the fibre will be deployed to the MDF room which serves that cluster. For buildings without MDF room, a NODE may be installed.

As a building owner/manager, what are the installation costs and other related charges when my tenant subscribe to NextGen NBN services?

The routing and installation of the optical fibre is fully borne by your tenant. Where required, additional charges such as engaging a PE to certify the works, opening of access panel will be subjected to a separate agreement between you and your tenant.

Do building owners have to pay for rollout to their buildings during the building reached phase?

NetLink Trust will waive installation charges for building owners up to the MDF rooms when the network first reaches their buildings. In cases where there are clusters of linked buildings which share a postal code, the fibre will be deployed to the MDF room which serves that cluster.

What does the scope of work cover?

Today, SingTel & StarHub have installed copper and coaxial cables respectively to various buildings. With the introduction of Next Gen NBN, NetLink Trust will be adding optical fibre cables to commercial buildings and residential homes. During the course of work, NetLink Trust will make extra effort to:

  • Minimise disruption and disturbance to the public.
  • Use the existing underground infrastructure
  • Minimise digging of new trenches on public roads
  • Install optical fibre cables & accessories into MDF rooms.
  • Utilize existing building ducts and cable trays/trunkings from the MDF room to the telecoms riser to install the optical fibre accessories.
  • Minor drilling works may be inevitable as part of the construction. NetLink Trust will endeavour to minimize any inconvenience to the public & seek your understanding and patience on the construction.

What is required of building owners/managers?

Building owners/managers are requested to allow Netlink Trust access to the MDF rooms and telecoms risers to facilitate the installation of optical fibre cables and accessories.

My commercial building is a high-rise building with 20 storeys. Is there a Fibre Distribution Point on every floor?

Installation varies from buildings structure and requirements, our contractors will advise you during  the site survey.

I do not wish to subscribe to Next Gen NBN services yet / My commercial building is slated to be TOP in a future date. Is it possible to install the Fibre Termination Point(s) first?

What if I, the building owner/manager, do not agree to have it installed at this time?

For cases where entry has been refused by building owners, NetLink Trust will not be able to establish any fibre network to that building. This will mean that your tenants will not be able to enjoy the Next Gen NBN services that will be provided through the fibre network.

What if I, the building owner/manager, change my mind later and would like to have my building enabled for fibre?

You can request, via NetLink Trust’s hotline or by writing to NetLink Trust, to have your building included in NetLink Trust’s roll-out schedule again. Since NetLink Trust roll-out schedule is pre-planned until June 2012, your building may only be included when slots become available. This may mean that if you were originally scheduled for installation in Dec 2009 but you gave up that slot, you might only be included back into the schedule in June 2012. Please note that a cost will be incurred for such installation.

Will there be a lot of construction?

NetLink Trust will use the existing underground infrastructure as much as possible to minimise disruption and disturbance to the public. This will minimise having to dig new trenches on public roads. However with the installation of new optical fibre cables to buildings, minor drilling works may be inevitable as part of the construction. NetLink Trust endeavour to minimise any inconvenience to the public and seek your understanding and patience on the construction.

Will NetLink Trust cause a mess in my building?

NetLink Trust will make good those works that are disturbed e.g. if a hole had been bored due as a part of the installation  – NetLink Trust will certainly patch it back.

Will there be any disturbance to my residents/office tenants?

Installation works in MDF rooms & telecoms risers should not cause too much inconvenience to your office tenants.

NetLink Trust will work with you to minimize disturbance, where possible.

Will the installation process affect the ability to continue business during the time? Can we apply for special installation hours (after work hours) so as not to disrupt my business?

NetLink Trust will seek to work with owners/tenants on the appropriate schedule to install the fibre to the office to reduce disruptions to the minimum. This can be done during regular office hours if the works are minimal and do not disrupt the business operations. If business operations could be inconvenienced, then alternate arrangements such as special installation hours can be considered. Special installation hours are an option that will be available to minimise disruption to your tenants.
