Contractors
BEFORE ANY DIGGING STARTS
Before embarking on any excavation works in Singapore, all earthworks contractors are required under the Telecommunications Act to obtain information on the actual location of existing fibre telecommunications cables. The objective is to prevent accidental damage of existing telecommunications cables in the course of the earthworks (refer to the Telecommunications Act). Damaging the telecommunications cables will not only delay the earthworks, services will be disrupted and the errant earthworks contractor will have to pay for the repair cost.
PURCHASE PLANT ROUTE PLANS
The actual party carrying out the earthworks must purchase Plant Route Plans (PRP) which indicate the location of NetLink Trust’s existing underground plant in the vicinity of the proposed site developments. You will need the PRP in order to apply for the Notification for Commencement of Earthworks (NCE); you are directly responsible for declarations, confirmations and information provided. You must engage a licensed Telecommunications Cables Detection Worker (TCDW) to detect and mark out the location of existing NetLink Trust’s underground plant at the site.

APPLY FOR NOTIFICATION FOR COMMENCEMENT OF EARTHWORKS
After detecting existing NetLink Trust’s underground plant at site, earthworks contractors have to submit Notification for Commencement of Earthworks (NCE).
