Diversion and manhole levelling are essential supporting works to ensure safe and efficient integration of underground infrastructure with road and surface developments.
DIVERSION WORKS



Diversion works are required when third‑party development activities, such as road widening, building construction, demolition, or utility installation impact existing NetLink Trust fibre cables, ducts, or manholes. Early identification during planning and design is critical to prevent potential service disruption, safety risks, and project delays.

HOW TO APPLY FOR DIVERSION WORKS?
All diversion works must comply with the Infocomm Media
Development Authority (IMDA) Earthworks Requirements.
You are required to:
- Identify potential impacts early during the planning and design stages
- Engage NetLink Trust before commencing any works
- Submit complete and accurate information for assessment
- Obtain all necessary approvals prior to any physical works
DOCUMENTS REQUIRED FOR DIVERSION APPLICATION

Complete, clear, coordinated and endorsed documentation is required to enable NetLink Trust to assess the impact on existing fibre cables, ducts, and manholes, and to determine appropriate diversion or protection measures. Incomplete submissions may result in processing delays. You must submit the following and consult the assigned NetLink Trust engineer(s):
1. Technical and Supporting Drawings [PDF / CAD format]
Where applicable, include:
- Proposed layout / construction drawings
- Crosssections and profiles (e.g. future drainage, sewer alignments)
- Method of work / construction details
- Proposed work schedule and phases
2. Plant Route Plans (PRP) [To be purchased prior to submission]
- Clearly indicate affected locations
- Mark the actual location(s) where diversion is required
- Show the boundary of the contract / work area
- Identify trial hole locations
3. Trial Trench Report
To be conducted in conjunction with the Notification for Commencement of Earthworks (NCE).
DIVERSION APPLICATION PROCESS

All diversion applications must be submitted via the NetLink Trust Diversion Portal.
Step 1: Submit Diversion Application
- Prepare all required documents (refer to the above section)
- Log in to the Diversion Portal
- Complete the online form and upload all required attachments
- Submit the application
NetLink Trust will review the submission, assess feasibility and impact, and advise if further information is required.
Step 2: Receive and Review Quotation
Upon successful assessment, a formal quotation will be issued covering:
- Diversion works
- Associated civil (ducts / manholes) and fibre works
Step 3: Accept Quotation and Make Payment
You are required to:
- Review and accept the quotation
- Make full payment before work commences
Payment modes:
- Homeowners and Enterprises (Private Developers): Bank transfer
- Government agencies: Works Order

Step 4: Diversion Works Execution
Upon payment confirmation, NetLink Trust will schedule and carry out the works in coordination with your project timeline, where feasible.
Important Notes:
- You shall make payment before the quotation expires. Failure to do so may result in automatic cancellation. A one-time extension of up to 5 days may be requested.
- Diversion works will only proceed after you have reviewed, accepted, and made payment for the issued quotation, and where applicable,
(i) required duct and manholes are completed, and necessary approvals are
secured; and/or
(ii) when all of the tenants/occupants have vacated the relevant premises. This ensures that all required resources, planning, and scheduling can be properly arranged prior to commencement. - Upon payment confirmation, NetLink Trust will coordinate the execution of diversion works in alignment with the project schedule, where feasible. You are responsible for ensuring
(i) site readiness,
(ii) safe access, and
(iii) compliance with all regulatory and safety requirements. Timely coordination is essential to avoid delays and ensure smooth implementation of the diversion works.
MANHOLE LEVELLING




Manhole levelling is required when changes to road or ground levels cause manhole covers to be misaligned with the finished surface, commonly following roadworks, utility works, or ground settlement. Proper levelling ensures safety, accessibility, and compliance with engineering standards.
MANHOLE LEVELLING APPLICATION PROCESS

You are encouraged to submit your manhole levelling application early to avoid delays. All applications must be submitted via the NetLink Trust Diversion Portal.
Step 1: Submit Manhole Levelling Application
